A second eyesore?

I got this photo taken quite sometimes ago and think it is sad to see big investment doesn't go according to plan. This tower has its twin, it stands not very far from this unfinished one. It is called State Tower. There are several famous sky floor restaurants up there, such as Sirocco, Breeze. They are all luxury and hi-class ones, well-known for tourist. It is just coincident that my idea of posting unfinished tall building is same as My Manila
